Preparing valuation and consultancy reports encompasses, but is not limited to, the following: Market value assessments: For a variety of reasons, various parties need to know the market value of real estate assets. An accurate valuation undertaken by an experienced, independent valuer enables informed financial decisions to be made with confidence. Banking and finance valuations: When borrowing money from a financial institution, the debt is “secured” against a real estate asset by way of a registered mortgage. Financial institutions will normally require a current valuation of that real estate asset, undertaken by an independent valuer, to ascertain the amount of money that can be borrowed. Acquisition and disposal: Investing in real estate is often the most significant financial commitment a person makes in their life and one that can have long-standing implications. It makes sense to obtain independent valuation advice from an experienced practitioner prior to buying and selling property. An independent, professional valuation is a small investment to make for peace of mind. Matrimonial and Family Court valuations: Where a marriage or relationship ends, family assets need to be equitably shared between the two parties. The Family Court and parties confronted with this situation rely on independent valuations to make informed judgements about how the assets should be apportioned. CWM Market Line performs valuations for this purpose and our practitioners have, on occasions, appeared before the Family Court to provide expert witness testimony. Dispute resolution (determinations and arbitrations): Parties to a real estate negotiation cannot always agree on the market value or the market rental value of a property. CWM Market Line has practitioners available that are Australian Property Institute members capable of undertaking arbitrations and determinations with expertise and experience across a diverse range of property types. Our specialist valuers are well able to assist property owners, tenants and purchasers resolve these disputes. Resumption and compensation assessments: Governments sometimes need to acquire or resume property, either by negotiation or compulsorily, from private land owners. This is usually in cases where major infrastructure works are necessary. To equitably reimburse dispossessed land owners, the level of compensation is usually independently determined by an experienced valuer who is familiar with the resumption process and Acts of Parliament under which the property is being acquired or resumed. CWM Market Line has practitioners available who regularly undertake independent compensation assessments and are experienced in this specialised and complex process. Litigation: CWM Market Line performs valuations for clients engaged in legal actions involving real estate assets and property related issues. Our valuers have experience in preparing valuation reports for litigation purposes and can appear as expert witnesses in the District and Supreme Courts of South Australia. Community title certification: Under the Community Titles Act 1996 of South Australia, valuers are required to certify that the schedule is correct and endorse the schedule of lot entitlements. These lot entitlements are based on the individual market value of units within a community-titled development and are primarily used as the basis for allocating voting rights and apportionment of body corporate expenses. Rating and taxing: As with the previous situation, governments and councils use the site value (SV) and capital values (CV) of property as the basis of levying water and council rates and land tax. Property owners are entitled to appeal against the assessed SV or CV if it is considered excessive. CWM Market Line is experienced in preparing SV and CV assessments; actioning a formal appeal under the Valuation of Land Act; negotiating with the Valuer General’s Office, and when necessary, appearing as an expert witness before the Land Valuation Court. Taxation (stamp duty, capital gains and GST): Governments utilise property as the basis of levying many forms of taxation. Valuations of property assets are required in some instances to determine the amount of duty or taxation that is payable. Most commonly, these valuations are required for ascertaining the stamp duty and capital gains tax liabilities. GST legislation brought with it the requirement for property assets held at 1 July 2000 to be valued prior to application of the margin scheme provisions of the legislation. Balance sheet and financial reports (including asset valuations to AASB 116): Public and private companies require regular valuations of property assets for inclusion within their balance sheets and annual financial reports. CWM Market Line can undertake such valuations for a range of clients and is well versed in the specific standards and requirements that apply to asset valuations. Rental reviews and lease consultancy: Commercial leases normally provide for the rent to be reviewed or adjusted at regular intervals throughout the term of the lease in line with market rent. CWM Market Line can provide independent valuation and consultancy advice to individuals, small businesses and major national and multinational corporations on lease and rental matters. New business proprietors entering into a commercial lease for the first time can greatly benefit from our experience and advice so that they make critical decisions while fully informed. Replacement insurance value assessments: In the course of day-to-day business, our residential practitioners regularly sight new home construction contracts and are therefore well placed to estimate current replacement values of residential homes for insurance purposes. Project feasibility analysis: Any development project, irrespective of size, is inherently prone to significant risk.
